Senate Bill 2689 filed by Senator Willie Preston (D-16) offers a clear path forward to growing energy storage in Illinois to promote a reliable, affordable and sustainable energy future. The bill authorizes the Illinois Finance Authority to make up to $2 billion in low interest loan to battery storage developers to enable them to build energy storage in Illinois. Unlike SB 40/HB 4116, which put ratepayers on the hook for up to $9 Billion in cost for energy storage, SB 2689 protects ratepayers and provides a model for financing storage projects.
